How do i teach TMs to my Pokemon in Pokemon Diamond?

I haven't played in a long time, and i need to teach my abra a TM so that he can do more than just teleport. Can anyone help? I don't remember how, and Can't find anywhere that tells me. Also, does anyone know if my pokemon are in a daycare, as they level up do they learn new moves, or just become stronger?
