Does FBI carry out "sneak and peak"? a Patriot Act provision?

It is possible to get a warrant for a covert entry when there is an on-going investigation. A judge signs the warrant and must be advised of the activities conducted under the warrant. I did it more than 20 years ago. If an officer was going to plant evidence, they could do it without a covert entry.
